California Healthy Youth Act (CHYA)

The California Healthy Youth Act (CHYA) is a state law that requires public schools to provide students with comprehensive sexual health and HIV prevention education, beginning in grade 7. The curriculum FCOE uses can be found here: Positive Prevention Plus

The purpose of CHYA is to:

  • Equip students with the knowledge and skills to protect their sexual and reproductive health
  • Foster healthy attitudes about growth, development, relationships, gender, and sexuality
  • Ensure students receive medically accurate, inclusive, and culturally appropriate information

This education supports young people in making informed decisions, encourages open dialogue, and promotes respect for diversity. Under CHYA, instruction must be age-appropriate and reflect the experiences and needs of all students, regardless of gender, sexual orientation, race, ethnicity, or ability.

What is the California Healthy Youth Act (CHYA)?

CHYA (also known as AB 329) is a California law that requires public schools to provide students with comprehensive sexual health and HIV prevention education. Instruction is provided at least once in middle school (grades 7–8) and once in high school (grades 9–12).

Why is this education required?

The goal is to ensure students receive accurate, age-appropriate information to help them:

  • Understand their bodies and development
  • Build healthy relationships
  • Prevent sexually transmitted infections (STIs), including HIV
  • Make safe and informed choices
  • Respect themselves and others

What topics are included in CHYA instruction?

The curriculum includes information on:

Yes! Parents and guardians have the right to review all materials used in sexual health education. You can contact your school or district office to request a preview or attend informational meetings when offered.

Can I opt my child out of sexual health education?

Yes. CHYA allows parents or guardians to excuse their child from all or part of the sexual health and HIV prevention instruction by submitting a written request to their school.

Who teaches this content?

Qualified educators who have received training on CHYA content and delivery provide the instruction.
